Only works of the US Federal Government and the State of California Government are automaticly public domain. All other governments typically retain copyright. Notice the bottom of the city web site: "©Copyright 2004. City of Milpitas, California" --ChrisRuvolo (t) 01:05, 20 May 2005 (UTC)[reply]
